Jennifer works with the firm’s attorneys to develop effective strategies for navigating complex challenges presented by federal and state regulatory and policy frameworks, environmental laws, regulations, and implementing procedures. Her extensive experience leading the U.S. Army Corps of Engineers’ regulatory program and in-depth knowledge of how regulatory systems function in practice allow her to proactively identify and challenges and potential barriers and advance practical solutions for a variety of development activities, including projects in the marine environment, natural resource based activities, restoration projects, water resources projects and programs, infrastructure projects, and traditional and emerging ecosystem markets.
Jennifer served as chief of the Regulatory Program for the U.S. Army Corps of Engineers Headquarters from 2012 to 2025. In that role Jennifer directed all aspects of the Civil Works Regulatory Program and managed the execution of a $221 million annual budget, ensuring district offices provided fair, objective, and timely permit decisions aligned with applicable environmental laws. She also developed policy guidance and public outreach strategies to improve program implementation, regulatory clarity, and compliance, with a consistent focus on improving efficiency across the program. From June 2022 to December 2024, Jennifer was detailed to the White House Council for Environmental Quality, where, as the Deputy Director for NEPA and Infrastructure, she led efforts to improve the effectiveness and efficiency of environmental review and permitting decisions. She also engaged with industry and technology experts to advance efforts in the open-source data and electronic permitting space.
In the later stages of her federal service, she focused on informing high-level decision-making by providing technical and policy expertise to senior leadership and political appointees, ensuring decisions were grounded in science and a solid regulatory foundation. Prior to working for HQUSACE, Jennifer worked as a regulatory project manager and biologist for the corps’ Baltimore District.
